Global Humanitarian Appeal 2016 - Iraq is facing a complex and expanding crisis. The number of people requiring protection and humanitarian assistance has doubled since last year to 10 million. This figure includes 3.2 million people internally displaced since January 2014, over 440,000 returnees and nearly 250,000 Syrian refugees. Over 3.5 million people live in ISIL-controlled territory and need some form of assistance. Destitute communities hosting a high concentration of IDPs outside of camps are competing for meagre services, which increases the risk of social conflict.
